Permanent Vacation

Is it me or are there an unusual number of children and teenagers walking the streets when they should be in school?
As far as I'm aware it's still term time, so why are there so many youths strolling about in tracksuits and hanging around our shopping centres?
Does Denbighshire have a truant officer? If so they obviously haven't spent much time in Rhyl High Street lately because on my lunch break today I spotted at least a dozen kids under the age of 13/14.
Bunking-off school is nothing new, but not to this extent - surely?
Another worry of mine is these new hooded jackets, which seem to have become a uniform for many teens in the area. They have goggles and cover the entire face. I'm sure it keeps people warm, but it also prevents a CCTV camera from picking them out if an incident were to occur.
They're loosely-known as 'safari jackets'. So I presume if I don't buy one of these I'll be trampled by a herd of elephants, or perhaps, a pride of shoplifters.
Perhaps I'm being too cynical. Let us know your thoughts.
